George M. Burgess

The Manager

George Burgess has served as Miami-Dade county manager since June 2003. Together with Mayor Carlos Alvarez, he leads the day-to-day shenanigans of a government with more than 30,000 employees and a $6.9 billion budget.

Burgess has been the name at the front of many controversial Miami-Dade community initiatives during the past few years, including the Adrienne Arsht Center for the Performing Arts (formerly the Carnival Center) in downtown Miami.

It has been noted that Burgess has brought a corporate (for profit?) management style to county government, instituting a nationally recognized model to guide the operations of the county’s 60 or so departments and agencies.

Burgess graduated with bachelor’s and master’s degrees in public administration from the University of Maine before beginning his 20-year career with Miami-Dade County as a management trainee in 1982. He has held senior roles with both the county and Miami-Dade Public Schools and was responsible for all budgetary and related functions when he served as chief financial officer for the school system from 2002-2003.

Burgess also served four years as an assistant county manager, which is pretty much the county bean counter who gets to time how long government employees take in the bathroom, or whatever it is that managing performance and efficiency activities entails Furthemore, Burgess served the county as director of the Office of Management and Budget, deputy budget director and capital budget coordinator.

The Southeast Conference on Public Administration honored George Burgess as its Public Administrator of the Year in 2007, which is cool if you like that sort of thing.
